Hoisting
To commemorate the National Day Of Pakistan, a flag hoisting
ceremony will be held on Tuesday 23rd March 2010 at 10:00 Am,
At the Embassy of Pakistan, 1 B Ailesbury Road, Balls bridge
Dublin-4.
All Pakistani nationals and their family members are cordially
invited to the flag hoisting ceremony. It may kindly be
ensured that the visitors should reach the Embassy by 10:00 AM
(Sharp).
PROMOTION AND PROTECTION OF HUMAN RIGHTS IN PAKISTAN
The
Constitution of Pakistan guarantees fundamental rights for all
its citizens. The Article 4 of the constitution lays down the
basis of the rights of the individuals and Article 8 to
Article 28 of the 1973 Constitution describe the Fundamental
Rights. Pakistan was among the first few countries to sign and
ratify the Convention on the Rights of the Child (CRC).
Pakistan has ratified International Convention on the
Elimination of All forms of Racial Discrimination (ICERD),
Convention on the Elimination of All Forms of Discrimination
against Women (CEDAW) and International Covenant on Economic,
Social and Cultural Rights (ICESCR). Pakistan has also signed
International Covenant on Civil and Political Rights (ICCPR)
and Convention against Torture and other Cruel, Inhuman or
Degrading Treatment or Punishment (CAT). In recognition of its
role in the promotion and protection of human rights, Pakistan
has been re-elected to the Human Rights Council on 21 May,
2008.
Women’s
Rights
Pakistan has the unique distinction to elect
the first woman Prime Minister in the Muslim country, Shaheed
Mohtarma Benazir Bhutto. In 2006, the Protection of Women
(Criminal law Amendment) Act was adopted which amended the
Zina and Hadood Ordinance to prevent misuse of Hadood laws.
Political empowerment of women has been among top priorities
of the democratic government. Currently there are 76 women
legislators in the National Assembly out of 342 members along
with the first female Speaker of the House, Dr. Fahmida Mirza.
Pakistan has introduced 30% reserved seats for electing women
representatives at all three tiers of local bodies .Pakistan
is a party to SAARC Convention on Preventing and Combating
Trafficking in Women and Children for Prostitution.
Child
Rights
The National Commission for Child Welfare and Development in
collaboration with UNICEF has established “Children
Protection, Monitoring and Data collection System” with the
objective of assessing situation of child rights in the
country. Pakistan has made progress towards achieving
Millennium Development Goals particularly those relating to
Gross Enrolment Rate (GER) and infant mortality rate. “The
Prevention and Control of Human Trafficking Ordinance, 2002”,
has also been promulgated to prevent child trafficking.
Pakistan has also withdrawn reservations on Convention on the
Rights of the Child (CRC) and has taken a number of measures
to give effect to the implementation of the Convention to
promote and protect child rights.
Rights of
Persons with Disabilities
The
Government has introduced a National Policy for Persons with
Disabilities that includes early intervention, assessment and
medical treatment, education and training, vocational
training, employment and rehabilitation, research and
development, strengthening of institutional mechanisms and
provision of adequate funding.
Right of
Minorities
The Constitution of Pakistan guarantees equal rights and
status to all citizens, irrespective of religion, race, caste,
colour or creed etc. Under articles in the constitution,
minorities are free to profess their religion, and visit their
places of worship. In the National Assembly, there are 10
reserved seats for minorities and they also have reserved
seats in all Provincial Assemblies. To protect minorities’
religious, social and cultural rights, a high power National
Commission for Minorities has been established under the
Chairmanship of Minister for Minorities Affairs. “The
protection of Communal properties of minorities” Ordinance of
2002 ordains that no property of a minority community meant
for its communal use shall be bought, sold or transferred by
any person without the issuance of NOC from the Federal
Government. The government has also fixed a 5% quota for
minorities in all federal services and a special fund has been
operative since 1985 for the welfare and uplift of minorities.
Currently, the size of the fund is at Rs. 166 million.
Islamophobia and Elimination of all forms of Racial
Discrimination
Pakistan is a party to the International Convention on the
Elimination of all Forms of Racial Discrimination (ICERD) and
is committed to implementing the Convention in letter and
spirit. Pakistan firmly believes that under no pretext could
there be any justification to malign any culture, race, faith
or religion. In this spirit, Pakistan supports the Durban
Declaration to combat and eliminate all forms and
manifestations of racism, racial discrimination, xenophobia
and related intolerance
PAKISTAN’S
PROGRAMME FOR THE
CARE OF HIGHLY QUALIFIED OVERSEAS PAKISTANIS (PPQP)
Ministry of Labour and Manpower, Government of Pakistan has
launched a programme entitled “President’s Programme for
the Care of Highly Qualified Overseas Pakistanis” to
reverse brain drain and to facilitate highly qualified
Pakistani professionals abroad for their placement through
short to long duration assignments with Pakistani organization
/ institutions. The programme has following objectives:
Ø
Establish an interactive web based data bank of highly
qualified Pakistani Professional’s based abroad.
Ø
Create
a system in which expatriate Pakistan experts can make
effective contribution to various institutions in Pakistan
through short to long term technical assistance for economic
development of the country.
Ø
Avail
the benefit from the advice of the experts while they are
abroad through correspondence and supply of pertinent
technical literature.
Ø
To
create an online and service oriented employment delivery
network providing a user-friendly interface between people
seeking employment and potential employers.
An
interactive website
www.ppqp.gov.pk has been developed which provides all
relevant information to potential overseas Pakistani
professionals through which online registration facility is
being provided to highly qualified Pakistanis throughout the
world. The programme actually seeks the assistance of overseas
professionals to take part in developmental activities of the
country.
The expenses on short duration visit (upto 36 weeks) of
the expatriate professionals i.e. economy class return
airticket and subsistence allowance @Rs. 50,000/- per week
including boarding/ lodging from date of joining will be
arranged under the said programme by National Talent Pool of
this Ministry. However, the local transport including office
and other facilities relating to assignment will be provided
by the host agency concerned. As regards their reintegration
for longer duration assignment/s i.e. 37 weeks and upto 05
years, the same may be negotiated by the concerned institute/s
and the intended overseas Pakistani professional/s on case to
case basis.
All Pakistani professionals and professional
associations are requested to actively contribute for the
socio-economic development of the country by coming forward
and placing their bio-data on the website and to give their
valuable time for working in various public sector
institutions / organizations in Pakistan.
